DBZ Tribute Stripped Beta 12

Changelog:
-Disabled W3MMD for now due to it causing desynchs
-Fixed vegeta in hbtc
-Made the hbtc spawn regions a bit bigger
-Added "scouter help" for the scouter
-Geti towers give 50%->55% stats
